When accessing the markets in the Kingdom of Saudi Arabia, the Saudi Standards, Metrology and Quality Organization (SASO) requires specified electronic devices to hold an IECEE recognition certificate prior to the issuing of a certificate of conformity (CoC). This is in addition to mandatory documentation. Find out which product categories are affected and how to get an IECEE certificate.
The SASO will only issue an IECEE recognition certificate after an accredited laboratory and certification body (CB) has released a test report and certificate showing conformity with relevant international safety standards. Depending on the preferences of the applicant, the SASO IECEE recognition certificate can be valid for either one or three years.
What products require a SASO IECEE recognition certificate?

Required documents
- Commercial registration of the exporting entity and local representative in Saudi Arabia
- Industrial register (if applicant is a manufacturer) – with English translation if written in a foreign language
- Undertaking and acknowledgment form for supplier and manufacturer
- Product photos and measurements (if not included with the test report)
- Explanatory documents, such as the product’s instruction manual – must be in Arabic or Arabic and English
- CB test report (CBTR) issued by a CB testing laboratory (CBTL) approved by the International Electrotechnical Commission (IEC) according to the IECEE Conformity Assessment System –NB: CBTR shall include Saudi Arabia national deviations
- Reports covering national deviations, if not specified in the CBTR
- Valid CB test certificate (CBTC) issued by a national certification body (NCB) accepted by the IEC according to the conformity assessment system for electrotechnical products and components (IECEE)
- User manual – must be in Arabic or English and Arabic
- Importer and manufacturer declaration of conformity
- Product certificate issued by the Communications and Information Technology Commission – required if the product works with a data or SIM card
- Energy efficiency certificate and label (if required)
- Plug declaration of conformity to SASO 2203 (if applicable)
IECEE prospects in Saudi Arabia
11,589 licenses were issued for IECEE national recognition certificate products during the year 2023, representing an increase of 53.3% compared to 2019.
