Singapore Exempts Specific Applications from Ban on Dechlorane Plus and UV-328

Singapore has specified exemptions from the ban on Dechlorane Plus and UV-328. The effective date remains February 26, 2025, for uses and applications that are not on the exemption list.

In May 2022, Singapore issued two amendments to regulate five hazardous chemicals under the nation’s Environmental Protection and Management (Hazardous Substances) Regulations (‘EPM (HS) Regs’) and the Environmental Protection and Management Act (‘EPMA’).

These five chemicals were:

  • Amitrole
  • Dechlorane Plus
  • Iprodione
  • Nonylphenol (NP) and nonylphenol ethoxylates (NPE)
  • UV-328

The control of these five chemicals became effective in March 2023. (SafeGuardS 79/22 and Circular NEA/HS/6.6 of September 26 2022)

In July 2023, Singapore’s National Environment Agency (NEA) announced a prohibition on the manufacture, import and export of Dechlorane Plus, Methoxychlor and UV-328, as well as products containing these chemicals, from May 2024. The effective date of the ban on these three chemicals was further amended to February 26, 2025, to align with the deadline set out in the Stockholm Convention on persistent organic pollutants (POP).

On November 12, 2024, the Singapore NEA published a list of specific uses and applications that are exempt from the ban on Dechlorane Plus and UV-328, until viable alternatives are available.

Highlights of the exemptions allowed from the ban on Dechlorane Plus and UV-328 are summarized in Table 1

    • Stationary industrial machines for use in agriculture, forestry and construction
    • Marine, garden, forestry and outdoor power equipment
    • Instruments for analysis, measurements, control, monitoring, testing, production and inspection

  • Adhesives and fillers
  • Plastics
UV-328 and its products
  • Medical devices listed under the First Schedule of the Health Products Act
  • Parts of motor vehicles
  • Industrial coating applications for motor vehicles, engineering machines, rail transportation vehicles, and heavy-duty coatings for large steel structures
  • Mechanical separators in blood collection tubes
  • Triacetyl cellulose (TAC) film in polarizers
  • Photographic paper
  • Replacement parts where the chemical was original used in the manufacture of those articles for the following:

    • Motor vehicles
    • Stationary industrial machines for use in agriculture, forestry and construction
    • Liquid crystal displays in instruments for analysis, measurements, control, monitoring, testing, production and inspection

  • Adhesives and fillers
  • Plastics
