China:
The State Administration for Market Regulation of China recently issued a statement

  • Starting from 1 May, 2025, electric bicycle passenger helmets, explosion-proof lamps, and control devices listed in the CCC certification scope must get CCC certification and be marked with the CCC certification mark before they can be manufactured, sold, imported, or used in other business activities.
  • Starting from 1 Jul, 2025, commercial gas combustion appliances, flame-retardant wires and cables, electronic toilets, combustible gas detection and alarm products, and water-based interior wall coatings listed in the CCC certification scope must get CCC certification and be marked with the CCC certification mark before they can be manufactured, sold, imported, or used in other business activities.
  • Starting from 1 Nov, 2024, low-voltage components must obtain CCC certification certificate and be marked with the CCC certification mark before they can be manufactured, sold, imported, or used in other business activities.
  • Starting from 1 May, 2024, low-voltage component CCC certification commissions can be accepted, and the mandatory certification product conformity self-declaration information submission system will no longer issue self-declarations. For those who hold a valid CCC self-declaration for low-voltage components, the designated certification body shall directly issue a CCC certification certificate and ensure the validity of the certification through post certification supervision.
  • Before 1 Nov, 2024, enterprises holding valid CCC self-declarations should complete the conversion of CCC certification certificates and promptly cancel the corresponding self-declarations; For products that have already left the factory and will no longer in produced, there is no need to convert certification. After 1 Nov, 2024, the self-declaration of the low-voltage components CCC in the system will be cancelled.

Brazil:
ANATEL Releases Act No. 2921 for Personal Mobile Service Radio Frequency Repeaters

ANATEL released Act No. 2921 on March 27, 2024, defining new technical standards and requirements for Personal Mobile Service Radio Frequency Repeaters with 4G LTE and 5G NR technologies, and already came into force. The main points are as follows:

  • LTE FDD tests will be carried out according to ETSI TS 136 143 V17.0.0 (2022-04).
  • LTE TDD tests will be carried out according to ETSI TS 136 141 V15.4.0 (2018-10).
  • 5G NR FR1 (conducted) tests will be carried out according to ETSI TS 138.115-1 V17.0.0 (2023-01).
  • 5G NR FR1 (radiated) tests will be carried out according to ETSI TS 138.115-2 V17.0.0 (2023-01).

ANATEL Releases Act No. 5155 for Moblie Phone Chargers

  • ANATEL released Act No. 5155 with testing requirements for mobile phone chargers on April 17, 2024. The new Act replaces Act No. 5159 issued in 2022 and Act No. 3481 issued in 2019 and will enter into force on October 14, 2024.

Cameroon:
A New Online Type Approval Process being Deployed by ART

Autorité de Régulation des Postes Et Télécommunications (ART) currently moving to a digital approval process. All type approvals will be applied through the new online system. The actual effective date will be announced.

Guinea:
ARPT Type Approval Process Delayed Due to Digital Transition

Autorité de Régulation des Postes et Télecommunications (ARPT) converted the process to a digital approval process. As a result, lead times of type approvals are expected to face significant delays.

India:
MeitY Releases New Security Requirements on CCTV Products

Ministry of Electronics and Information Technology (MeitY) released a notification regarding Security Requirements for CCTV Cameras on April 9, 2024, including verification of software/firmware, communication protocols, security and storage, data encryption, etc. These requirements shall come into force 6 months after the date of its publication.

Indonesia:
SDPPI Updates Accredited Overseas Laboratories List

The Directorate General of Posts and Information Resources & Equipment (SDPPI) released Regulation Number 109 of 2024, updating the document evaluation process and the list of accredited overseas laboratories. This regulation is in effect from April 1 until December 31, 2024. The main points are as follows:

  • The previous Regulation No. 11 of 2021 is no longer valid.
  • Test reports must be issued by an accredited lab, and the testing location mentioned in the test report must be the same as one of the lab locations listed in the regulation.
  • Testing scopes (RF, EMC, and Electrical Safety) of the accredited lab are included.
  • Optical laser safety is not included in the accredited scope and must be tested in domestic labs.
  • Test reports must have a digital signature.

CTT Allows the Use of the 5,925-6,425 MHz Band

Macau Post and Telecommunications (CTT) released Decision No. 64/2024 on April 5, 2024, announcing the use of the 5,925-6,425 MHz frequency band, which came into force on April 6, 2024. The main changes are as follows:

Panama:
ASEP Releases Resolution AN No. 19090-Telco for New IMT Band Allocations

Based on the results of the public consultation No. 002-2021, on April 1, 2024, the National Public Service Administration of Panama (ASEP) released Resolution AN No. 19090-Telco, allocating the following frequency bands for International Mobile Telecommunications (IMT):

  • 1,427-1,518 MHz
  • 2,300-2,385 MHz
  • 24.25-27.5 GHz.

Serbia:
New National Frequency Allocation Plan Comes Into Force

The New Radio Frequency Band Allocation Plan was published in the Official Gazette of RS, No. 9/24 on February 5, 2024, and became effective on February 13, 2024. The previous Regulation (Official Gazette of RS, No. 89/20) will no longer be applicable.

This new plan outlines the allocation of RF bands for specific radio communication services to ensure compliance with international regulations, agreements, and relevant EU directives.

Singapore:
3G service is about to be retired from the network on 31 Jul, 2024

In order not to affect the emergency call service as a result of this, at the request of Singapore's Infocomm Media Development Authority (IMDA), handset manufacturers/importers are required to complete the appropriate questionnaires so that IMDA can formulate a subsequent response plan.

United Arab Emirates:
TDRA Suspends Advanced Mobile Location (AML) Requirements

The Telecommunications and Digital Government Regulatory Authority (TDRA) has suspended the Advanced Mobile Location (AML) requirements and revised the Technical Specification TS FS 004.

Vietnam:
Vietnam MIC Releases New Circular 02/2024/TT-BTTTT

Following the draft notice issued on March 7, 2024, the Ministry of Information and Communications (MIC) of Vietnam issued a new Circular 02/2024/TT-BTTTT on March 29, 2024, which will come into effect on May 15, 2024. The main points are as follows:

  • Applications of new standards such as QCVN 55:2023/BTTTT, QCVN 110:2023/BTTT, and QCVN 111:2023/BTTT will be allowed starting from May 15, 2024. QCVN 117:2023/BTTTT has been applied from February 15, 2024.
  • From May 15 to June 30, one may still apply for type approval certificates under either the old or the new standards. Certificates issued under the old standards, except for 2G and/or 3G only terminal devices (excluding mobile phones), are valid until their expiration dates.

Starting from July 01, 2024

  • One must apply for type approval certificates under the new standards for both new projects and renewals.
  • Applications for 2G and/or 3G only terminal devices (excluding mobile phones) will not be accepted, and their certificates are valid until their expiration dates, but no later than June 30, 2024.

Desktop computers, laptops, tablets, and televisions with Wi-Fi or integrated short-range radio shall be exempted from certification or declaration of conformity if all of the following conditions are satisfied:

  • Imported solely for use by the importing organization or individual.
  • Imported in quantities of less than three units for each category.
  • The operating frequencies shall comply with the regulations in Circular 08/2021/TT-BTTTT.

Other than desktop computers, laptops, tablets, and televisions as mentioned above, devcies are required to obtain certification and declaration of conformity but will be exempted from destructive testing according to QCVN 101:2020/BTTTT and/or QCVN 132:2022/BTTTT:

  • Imported in quantities of less than three units for each category.
  • The importing organization or individual shall provide a declaration letter stating that the products are in compliance with QCVN 101:2020/BTTTT and/or QCVN 132:2022/BTTTT and shall accept responsibility for safety of imported products.

Suspend testing under extreme conditions for most products except for Wi-Fi access points until June 30, 2025.

For QCVN 117:2023/BTTTT (LTE devices) and QCVN 131:2022/BTTTT (EUTRA NB IoT devices), TRP and TRS tests are not required.

For QCVN 132:2022/BTTTT, the adaptor must also be tested if it is imported along with the main product.

Wi-Fi 6E or Wi-Fi 7 is not yet permitted. For products supporting the 5,925-7,125 MHz frequency band, manufacturers must disable this band and ensure that consumers cannot activate or use this band without the manufacturer's support.
