Brazil:
ANATEL Clarifies Cybersecurity Requirements

The National Telecommunications Agency (ANATEL) in Brazil issued an official letter on 20 Mar, 2024, regarding Act No. 2436, “Minimum Cybersecurity Requirements for Assessing the Conformity of CPE (Custom-er Premises Equipment) Equipment.” The letter clarifies that Cybersecurity Tests apply to end user CPE devices, and that CPE devices for corporate use are exempt.

China:
MIIT Releases SRRC Interim Regulations for UWB Radio Management

The Chinese Ministry of Industry and Information Technology (MIIT) released《Interim Regulation for Ultra-wideband Radio Management》on April 29, 2024, which will come into force on August 1, 2025. The main points are as follows:

MIIT Releases SRRC Regulations for 900 MHz RFID Radio Management

The Chinese Ministry of Industry and Information Technology (MIIT) released Regulation for 900 MHz Radio-frequency identification Radio Management on April 29, 2024, which will come into force on November 1, 2024. The main points are as follows:

Colombia:
ANE Enables The Use Of Radar In Vehicle Cabins

The National Spectrum Agency (ANE) released Resolution 153 of 2024, regulating the technical and operational conditions for short-range radio communications, including cabin radars that operate in the unlicensed band of 57-64 GHz. India:
DGFT Releases Foreign Trade Policy 2023

The Directorate General of Foreign Trade (DGFT) released Notification No. 13/2024-25-DGFT on May 20, 2024, amending the "Foreign Trade Policy 2023" and the "Import Policy No. 1 of ITC HS 2022," effective the date of its publication. The main changes are as follows:

Foreign Trade Policy 2023Restricts the import of all electronics and IT products, which must be registered in accordance with the “Electronics and IT Goods (Requirement of Compulsory Registration) Order, 2021”. Unregistered/non-compliant products are prohibited from import.
Import Policy of ITC (HS), 2022According to the “Electronics and IT Goods (Requirement of Compulsory Registration) Order, 2021”, the import of all electronics and IT products (including new, second-hand, refurbished, or repaired products) is prohibited unless the product is registered with the Bureau of Indian Standards (BIS) and complies with labeling requirements, or has obtained a special exemption letter from the Ministry of Electronics and Information Technology (MeitY).
LED products and DC or AC-supplied control gears for LED modules as notified under the “Electronics and Information Technology Goods (Requirement of Compulsory Registration) Order, 2021” will be randomly sampled and sent to BIS-recognized labs for testing.

Indonesia:
New regulation of the Minister of Communication and Informatic Number 3 of 2024

Indonesia SDPPI had issued the new regulations PERMEN KOMINFO NO 3 TAHUN 2024 on 13 Mar, 2024. This Regulations is for Certification of Telecommunications Equipment and/or Telecommunications Equipment.

The Ministerial Regulation shall come into force after 90 (ninety) calendar days from the date document issued (which is 23 Feb, 2024).

The regulations will be replacing NO 16 TAHUN 2018.

Summary of the new regulation and the main differences from the KOMINFO No 16 of 2018 is as per below:

  • Specifically, for HKT devices, test reports issued by the lab no later than 5 years before the date of application.
  • For applicants who do not make payments of the certificate fee after the due date twice within a period of 1 year, they will be subject to a sanction of stopping certification services for 6 months.
  • (Certificate Fee must be paid no later than 14 working day from the issue date by SDPPI)
  • Cancellation of certificate can only be submitted once in the period of 1 year, and it can only be done before the deadline for payment of certificate fee.
  • Every person or business entity that trades telecommunication products without a certificate will only be given a written warning once. If, within 7 calendar days after the written warning, they are still trading, the equipment will be withdrawn from circulation/market.
  • According to the new regulation PERMEN KOMINFO No. 3 of 2024 that came into force on May 23rd, all devices, including SRD devices, are required to carry warning sign label. (Previously SRD products were excluded, but the new regulation mentions all products require warning label without any exemption.)
  • For SRD devices that already have obtained the certificate before this regulation was enforced, there is no need to upload warning sign label. (This is not in the regulation but confirmed by SDPPI verbally.)

Products with transmitting power less than 10mw and one radio technology can apply for family approval if they meet the following conditions: same brand and product type as well as the same type of radio technology and specification.

Macao (China):
Imprensa Official of the Macao Special Administrative Region amends Directive on Low-Power short-range radiocommunication equipment 

On 15 Feb, 2024, the Imprensa Official of the Macao Special Administrative Region issued Chief Executive's Gazette No. 64/2024, amending Directive No. 198/2014 on Low-Power short-range radiocommunication equipment, which has come into effect on 16 Apr, 2024. The main changes include the following:

  • Update the categories 1.8, adding the authorized frequency bands 6 GHz with specified technical parameters as followed table.

  • Update the categories 1.10, clarifying that there’s no limit on Radionavigation and satellite radiolocation system receivers. Previously, it’s limited to 1215-1260 MHz and 1559-1610 MHz with no power limit based on Directive No. 198/2014.

Mexico:
IFETEL Releases IoT Cybersecurity Analysis

The Instituto Federal de Telecomunicaciones (IFETEL) released the analysis report “Ciberseguridad en los dispositivos de internet de las cosas (IoT)” on April 9, 2024. This document refers to the “code of best practices for IoT cybersecurity”. They analyzed 348 manufacturers or brands of IFT certified IoT products sold in Mexico and found that 8% of the products did not have any information about cybersecurity. Some of the reviewed brands did not provide any reference to information or user personal data security in the terms, conditions, or privacy warnings that accompany the products. In some cases, no information or web page about product security was available.

IFETEL would like to remind everyone that the appropriate cybersecurity against security threats implementation in IoT devices is very important because of risks associated with the failure or lack of device internet security that may severely impact end users' trust, privacy, and wallet.

Pakistan:
Pakistan Permits WiFi 6E in 5,925-6,425 MHz

On April 18, 2024, the Pakistan Frequency Allocation Board (FAB) released the announcement to allow  5,925-6,425 MHz to be used for  WiFi 6E on the basis of non-protection & non-interference.
The technical parameters as follows:

Serbia:
Serbia RATEL Releases New Radio Equipment Rulebook

The Regulatory Authority for Electronic Communications and Postal Services (RATEL) released the new rulebook for radio equipment based on the EU Radio Equipment Directive (RED Directive). The new rules will be enforced starting June 1, 2024, and the validity of new CoC (Certificate of Conformity) certificates will be extended to 5 years. Starting from January 1, 2027, however, it will no longer be mandatory for radio equipment to apply for a CoC, as long as the equipment is in compliance with CE and affixed with a CE mark.

Saudi-Arabia:
Saudi Arabia SASO Releases New EMC Regulation

Saudi Standards, Metrology and Quality Organization (SASO) released the new EMC regulation on November 17, 2023, mandating that suppliers shall apply SABER CoC for the regulated 46 product categories before exporting.

The new regulation will be enforced starting November 17, 2024, and the following product categories are exempted:

- Radio equipment and telecommunications terminal equipment (R&TTE)

- Aviation products, parts, and equipment

- Radio equipment used by radio amateurs

- Medical devices

- Equipment with the following physical characteristics:

  • It is incapable of generating or contributing to electromagnetic emissions exceeding a level that may cause interference to the normal operations ofradio and telecommunication equipment and other equipment.
  • It operates without unacceptable degradation in the presence of electromagnetic interference normally present when used as intended.

- Custom-made professional evaluation kits that are intended to be used only in research and development facilities for evaluation purposes.

South-Korea:
MOTIE releases No. 2024-001 announcement to revise the regulation for energy efficiency management

Ministry of Trade, Industry and Energy (MOTIE) released announcement No. 2024-001 on January 2, 2024, to revise the regulation for energy efficiency management and controlled equipment. The main points are as follows:

  • Add dishwashers and portable air-conditioners to KMEPS labeling from January 1, 2025.
  • Extend the scope of clothes dryers from a maximum capacity of 20 kg to 25 kg from April 1, 2024.
  • Upgrade energy efficiency requirements for electric cold-hot water dispensers, dehumidifiers, and set-top boxes from July 1, 2024.
  • Extend the scope to air purifiers from January 1, 2025.
  • Computers and multi-function printers are to be moved from the e-standby program to KMEPS labeling from January 1, 2025.
  • Tubular LED lamps with an external converter and pumps are to be moved from the high EE system to KMEPS labeling from January 1, 2025.

MSIT Announced WiFi 7 Related Specifications

The South Korean Ministry of Science and ICT (MSIT) released announcement No. 2024-22 on May 30, 2024, adding the relevant usage specifications for WiFi 7 (320 MHz bandwidth) as follows:

Thailand:
TISI Releases New Standards TIS 62133-2565 for Secondary Cells and Batteries

Thai Industrial Standards Institute (TISI) released new standards for secondary cells and batteries on April 22, 2024, as follows:

  • TIS 62133 Part 1 - 2565: Secondary Cells and Batteries Containing Alkaline or Other Non-acid Electrolytes -Safety Requirements for Portable Sealed Secondary Cells, and for Batteries Made from Them, for Use in Portable Applications - Part 1: Nickel Systems
  • TIS 62133 Part 2 - 2565: Secondary Cells and Batteries Containing Alkaline or Other Non-acid Electrolytes -Safety Requirements for Portable Sealed Secondary Cells, and for Batteries Made from Them, for Use in Portable Applications - Part 2: Lithium Systems

The effective date of the standards has not yet been published.

United Arab Emirates:
MoIAT is about to Launch a New Online Portal

Ministry of Industry and Advanced Technology (MoIAT) is preparing to launch a new online portal named 《Conformity-HUB》. Moreover, starting June 1, 2024, product photos for each model in jpg. format including the rating label and packaging will be required for every applications.

Vietnam:
Vietnam MIC Releases Circular 04/2023/TT-BTTTT (Draft)

The Ministry of Information and Communications (MIC) released draft QCVN 134:2024/BTTTT and began soliciting public comments on April 25, 2024. This standard primarily targets mobile phone products by setting limits on the specific absorption rate (SAR) of radio waves absorbed by the human body. It will come into force on July 1, 2025.
