Japan Designates List of PFOA-Related Compounds as Class I Specified Substances

Japan has specified the list of PFOA-related compounds under the nation’s Chemical Substances Control Law in relation to Class I Specified Substances. This list will become effective on January 10, 2025.

In July 2024, Japan added perfluorooctanoic acid (PFOA) isomers, their salts and PFOA-related compounds as Class I Specified Chemical Substances under the nation’s Enforcement Order of the Act on the Evaluation of Chemical Substances and Regulation of their Manufacturing, etc (Chemical Substances Control Law (CSCL)).

In September/October 2024, Japan consulted over its proposed listing of 138 PFOA-related compounds as Class I Specified Chemical Substances (SafeGuardS 147/24 and references therein).

On November 15, 2024, Japan’s Ministry of Health, Labor and Welfare (MHLW) and other competent authorities issued Ministerial Ordinance No 4 (also available in the Kanpo (Official Gazette, Extra No. 267) but time limited for free viewing) specifying the 138 PFOA-related compounds under entry 35 (c) to the list of Class I Specified Chemical Substances.

The name, chemical structure and CAS number of these 138 PFOA-related compounds are detailed on the Ministry of Economy, Trade and Industry website (METI website).
