SGS Hong Kong is CPSC-Accepted for 16 CFR Part 1263 Testing Services

As introduced in Safeguard (SG 33/24), the US Consumer Products Safety Commission (CPSC) has voted to incorporate by reference ANSI/UL 4200A-2023 as the safety standard for consumer products containing button cell or coin batteries. 

By Mach 19, 2024, importers and manufacturers are required to demonstrate that their products containing button or coin cell batteries placed in the U.S. market comply with the requirements of 16 CFR part 1263.

Children’s products shall be evaluated for compliance through testing conducted by a CPSC-accepted third-party laboratory.  Non-children’s products shall be evaluated for compliance through testing or a reasonable testing program.

The key requirements of UL 4200A (adopted by 16 CFR 1263) are as follows:

Construction Design

1. Battery compartment must be difficult for children to access

  • Compartment is sealed, not allowing battery to be removed or replaced

  • Tool is required to open the compartment

  • Opening the compartment requires at least two independent and simultaneous actions

2. Battery compartments that use screws or similar fasteners must use captive screws/ fastener

Performance

  • Stress relief 

  • Battery replacement test

  • Drop test

  • Impact test

  • Crush test

  • Torque test

  • Tension test

  • Compression test

Marking/ Labeling

Product, Packaging and any accompany literature shall bear warnings

 

In July 2024, SGS Hong Kong had been accredited by HOKLAS on ANSI/UL 4200A-2023 in test categories of Toys and Children’s Products & Electrical and Electronic Products.

In August, we are also listed by CPSC as one of their Accepted Testing Laboratories under the scope of “Safety Standard for Button Cell or Coin Batteries and Consumer Products Containing Such Batteries - 16 CFR Part 1263”.

With these accreditations, we can now provide compliance inspection and safety tests for consumer products containing button batteries or coin cell batteries to ensure the safety and quality of the consumer products containing button cell or coin batteries they bring to US market.
