Ways and Stages of the Company in Implementing the K3 Management System

To implement SMK3, several things needed by the company include:

Choosing the right type of SMK3 based on company conditions by considering suitable controls and existing management structures, for example the application of Traditional / safe place is more suitable for manufacturing companies that are new to running SMK3 where the role of management in K3 is still lacking and infrastructure needs to be improved. As for the type of service company that carries out many activities outside the company, it would be more suitable to use a Safe Person control strategy with a focus on improving employee K3 behavior.

According to Gallagher (2001), SMK3 is a combination of planning and review, management arrangements of an organization, consulting arrangements, and specific program elements that work together in an integrated manner to improve occupational safety and health performance. Furthermore, the core elements of SMK3 according to Galagher include:

  • Organization, Responsibility and Accountability
  • Consultation Arrangements
  • Specific Program Elements

These elements were then developed so that they became existing standards such as NSCA Five Star, ISO 45001: 2018, Safety MAP, OSHA, SMK3 (PP 50 / 2012), and others. Similarly, the PDCA (Plan, Do, Check, Act) cycle developed by ISO 45001: 2018 is a continuous cycle by prioritizing management commitment through K3 policies.

The company's stages in implementing SMK3 according to ISO 45001: 2018.

  1. Identify internal and external issues
  2. Identify the needs of interested parties' expectations
  3. Identify every activity in the business process
  4. Involve top management in its commitment and leadership
  5. K3 Policy Establishment
  6. Identify duties, responsibilities and authorities in each function
  7. Identify risks and opportunities
  8. Identify hazards and assess risks
  9. Identify laws and regulations and other requirements
  10. Setting K3 goals, targets and programs
  11. Determine resources, roles, responsibilities, accountability and authority
  12. Establish competencies, training and concerns related to K3
  13. Communicate participation and consultation related to K3 matters.
  14. Documenting & handling K3 documents
  15. Operational Handling Designation
  16. Ensure emergency preparedness and response
  17. K3 performance monitoring and measurement
  18. Evaluation of K3 laws and regulations
  19. Investigation of incidents, nonconformities, corrective and preventive actions
  20. Conduct a external audit
  21. Perform a management review

Management System Integration: All functions carried out in the company must be integrated with SMK3, so that K3 is an inseparable part of the existing management system. The company's work procedures have included K3 aspects, for example procedures related to the selection and evaluation of suppliers and contractors not only based on QCD (Quality, Cost and Delivery) criteria but have included health and safety aspects. Similarly, the determination of Key Performance Indicators, Reward and Punishment.

Active Employee Engagement: All employees are actively involved, whether in hazard recognition, risk control, incident reporting including near miss, accident investigation, and K3 management programs. Awareness of employee K3 behavior continues to be increased through appropriate programs, such as the application of BBS (Behavior Base Safety), Safety Card, etc., this is aimed at achieving a company with K3 culture.

In appropriate ways and stages, it is hoped that the implementation of SMK3 can run effectively and efficiently so that the company's goals can be achieved.
