Singapore has issued two amendments on the control of five hazardous chemicals. These will become operative on March 1, 2023.
On May 31, 2022, Singapore published two amendments under its Environmental Protection and Management Act 1999 (EPMA) to regulate five hazardous chemicals and products containing such chemicals. These two amendments are:
- S 435/2022 ‘Environmental Protection and Management (Hazardous Substances) (Amendment) Regulations 2022 (the Regulations) – amends the Schedule to the Environmental Protection and Management (Hazardous Substances) Regulations (Rg 4)
- S 436/2022 ‘Environmental Protection and Management Act 1999 (Amendment of Second Schedule) Order 2022’ (the Order) – amends Part 1 of the Second Schedule to the Environmental Protection and Management Act 1999.
Economic operators (importers, manufacturers and distributors) of these five chemicals and products containing these chemicals will be required to apply for a Hazardous Substance (HS) license/permit for their import, export, sale, storage or use. It is important to note that Part 1 of the Second Schedule of EPMA does not provide exclusions for these five chemicals – in effect, these chemicals are prohibited.
The five chemicals from the two amendments and their potential applications are summarized in Table 1.
