TECHNICAL INSIGHT : How do we apply ISO 45005 to Business to reduce risk from COVID-19 Pandemic? การประยุกต์ใช้ ISO/PAS 45005 เพื่อลดความเสี่ยงจากการระบาดของ COVID-19

จากสถานการณ์การแพร่ระบาดของเชื้อไวรัส Covid-19 ที่แพร่ระบาดอย่างต่อเนื่องในทุกที่ทั่วโลก ตั้งแต่ปี 2020  เป็นต้นมา จนกลายเป็นวิกฤติโควิด ที่ส่งผลกระทบ เปลี่ยนแปลงวิถีชีวิตและการทำงานของมนุษย์ไปโดยสิ้นเชิง ต้องปรับตัวอย่างรวดเร็วในทุกๆมิดิเพื่อให้สอดคล้องกับสถานการณ์  หน่วยงาน ISO (International Organization for Standardization) ได้ตระหนักถึงความสำคัญของการดำเนินการเพื่อรับมือกับสถานการณ์การแพร่ระบาดดังกล่าว จึงได้พัฒนามาตรฐานแนวทางการทำงานอย่างปลอดภัยในช่วงการแพร่ระบาดของเชื้อไวรัส Covid-19 คือ ISO/PAS 45005:2020, Occupational Health and Safety Management - General Guidelines for Safe Working During The COVID-19 Pandemic เพื่อเป็นแนวทางปฏิบัติที่ดีเป็นเป็นแนวทางเดียวกันแก่ทุกภาคส่วน ทุกพื้นที่ในโลก โดยการออกประกาศ ISO/PAS 45005 อย่างเป็นทางการเมื่อเดือนธันวาคม 2020  

INTRODUCING ISO 45005 ?

 Introduced in a record time of three months, ISO/PAS 45005 launched in response to the immediate need to improve and adapt to new work standards and operations. It helps all organizations respond to COVID-19 and the increased risk to people’s health, safety, and well-being in any location, such as working at home, in mobile settings or physical workplaces.
Taking a systems approach facilitates the coordination of resources and efforts that are so important in managing COVID-19. With ISO/PAS 45005 compliance, organizations can inform their OH&S management system by relating the relevant clauses to a Plan-Do-Check-Act (PDCA) cycle.

ISO/PAS 45005 คืออะไร? 

 ISO/PAS 45005 เป็นแนวทางในการปฏิบัติในกลุ่มการจัดการด้านอาชีวอนามัยและความปลอดภัย โดยกำหนดกรอบในการจัดการความเสี่ยงที่เกิดขึ้นจากเชื้อไวรัส COVID-19 เพื่อปกป้องสุขภาพอนามัย สร้างความปลอดภัยและสวัสดิภาพ ความเป็นอยู่ที่ดีในการทำงาน โดยมาตรฐานนี้เกี่ยวข้องและครอบคลุมถึงพนักงานทุกระดับ ทุกประเภทขององค์กร ผู้มีส่วนได้ส่วนเสียที่เกี่ยวข้องกับองค์กรทั้งหมด รวมถึงผู้ที่ทำงานที่บ้าน ทำงานแบบหลายสถานที่ หรือลักษณะการทำงานที่ต้องเดินทางหรือเคลื่อนที่ เป็นต้น
องค์กรสามารถประยุกต์ใช้แบบมาตรฐานนี้เพียงอย่างเดียวหรือจะประยุกต์ใช้ร่วมกับมาตรฐานการจัดการอื่นๆได้ ไม่ว่าจะเป็นระบบการจัดการอาชีวอนามัยและความปลอดภัย (ISO 45001:2018), ระบบการจัดการสิ่งแวดล้อม (ISO 14001:2015) หรือระบบการจัดการคุณภาพ (ISO 9001:2015) ซึ่งแนวทางการประยุกต์ใช้เป็นไปตามรูปแบบการจัดการวงจรการบริหารงานแบบ PDCA (Plan-Do-Check-Action) กล่าวโดยสรุปคือ หากองค์กรมีการประยุกต์ใช้มาตรฐานการจัดการอื่นๆอยู่แล้ว ก็จะยิ่งง่ายต่อการประยุกต์ใช้ข้อกำหนด ISO/PAS 45005:2020

THE PDCA CYCLE

Plan: Determine what needs to be done for the organization to work safely.

• 4 Planning and assessment of risks : These requirements are built on the risk assessment processes of ISO 45001 with specific information on organization context concerning to COVID-19. How does internal and external issue affect to business and also health and safety of worker and relevant interested party
• 5 Suspected or confirmed cases of COVID-19: How to act in case of detecting suspected or confirmed case of COVID-19 including gives detailed guidance on managing illness in the different workplace scenarios, including testing, contact tracing, and quarantine; ensure it is fully aware of current legislation or guidance from relevant regulators
• 6 Psychological health and well-being: COVID-19 has affected people psychologically, and ISO/PAS 45005 define processes to manage the impact of the pandemic on workers’ psychological health and well-being
• 7 Inclusivity: Accessibility and inclusion considerations to ensure inclusivity of employees with considering the impacts on different groups of workers and other relevant interested parties.
• 8 Resources: Providing resources to ensure safe work during COVID-19 and ensure sufficient resources are in place, maintained, appropriately managed and can be supplied reliably as needed

 วงจรการบริหารงานแบบ PDCA (Plan-Do-Check-Action)

Plan: พิจารณาและวางแผนว่าอะไรคือสิ่งจำเป็นที่จะต้องทำเพื่อให้เกิดการทำงานได้อย่างปลอดภัย ซึ่งประกอบไปด้วยข้อกำหนด ดังนี้

• 4 – การวางแผนและการประเมินความเสี่ยง: การประเมินความเสี่ยงที่มีกระบวนการเทียบเคียงกับระบบ ISO 45001 โดยมีข้อมูลจำเพาะเกี่ยวกับปัจจัยภายในและภายนอกที่เกี่ยวข้องกับ COVID-19 ที่ส่งผลกระทบทั้งในเชิงธุรกิจและสุขภาพอนามัยของพนักงาน
• 5 - พบผู้มีความเสี่ยงติดเชื้อ หรือพบผู้ป่วยยืนยันผล COVID-19 : กระบวนการจัดการกับผู้มีความเสี่ยงติดเชื้อ หรือผู้ป่วยยืนยันผล รวมถึงการให้คำแนะนำเกี่ยวกับบริหารจัดการความเจ็บป่วยในพื้นที่ทำงาน การตรวจสอบ ติดตามอาการและกระบวนการกักตัว เพื่อให้มั่นใจว่าได้รับการสื่อสารข้อมูลเกี่ยวกับกฎหมายหรือคำแนะนำจากหน่วยงานสาธารณสุขได้อย่างครบถ้วน
• 6 – สุขภาพจิตและภาวะปกติสุข: การแพร่ระบาดของ COVID-19 ส่งผลกระทบต่อจิตใจของผู้คน และ มาตรฐานนี้ได้กำหนดกระบวนการจัดการผลกระทบที่เกิดจากโรคระบาดต่อสุขภาพจิตของพนักงาน
• 7 – ครอบคลุม: ให้คำแนะนำเกี่ยวกับวิธีการสร้างเป็นอันหนึ่งอันเดียวกันของพนักงานทุกระดับ โดยพิจารณาผลกระทบที่แตกต่างไปในแต่ละกลุ่มพนักงานและผู้มีส่วนได้ส่วนเสีย
• 8 – ทรัพยากร: การจัดสรรทรัพยากรที่จำเป็นในการจัดการความเสี่ยงเกี่ยวกับ COVID-19 เพื่อสร้างความมั่นใจในความเพียงพอต่อการทำงานในช่วง COVID-19

           Do: Implement what the organization has planned.

• 9 Communication : Communicate to managing the risks related to COVID-19 and inform workers and other relevant interested parties including specific communications needed when first returning to the workplace
• 10 Hygiene : Mention to Processes to keep the workplace clean, to reduce the risk of transmission of COVID-19 from contaminated surfaces, and to enable good hygiene throughout working hours
• 11 Use of PPE, masks, and face coverings: Providing suitable PPE to protect against risks unrelated to transmission of COVID-19
• 12 Operations: Give guidelines to consider for many different types of situations in the workplace during pandemic base on address risks identified i.e. implement measures to enable home working, physical distancing, using common areas safely, etc.

           Check: See how well it is working

• 13 - Performance evaluation: Monitoring and measurement performance of ISO 45005 implementation. thought management review of this data, including incidents and reports,

Act: Fix problems and look for ways to make what the organization is doing more effective

• 14 -Improvement: Determine opportunities for improving how it manages risks and provide necessary actions for improvement by consider the results of monitoring, evaluation, and review

           Do:  ดำเนินการตามที่ได้วางแผนไว้ ซึ่งประกอบไปด้วยข้อกำหนดดังนี้

• 9- การสื่อสาร: เน้นการสื่อสารการจัดการความเสี่ยงที่เกี่ยวข้องกับ COVID-19 ให้กับพนักงานไม่ว่าจะเป็นมาตรการควบคุมความปลอดภัย รวมถึงการสื่อสารที่จำเป็นเมื่อกลับไปทำงานครั้งแรก
• 10 – สุขอนามัย: กล่าวถึงกระบวนการในการรักษาสถานที่ทำงานให้สะอาดเพื่อลดความเสี่ยงในการแพร่เชื้อ COVID-19 จากการปนเปื้อนบนพื้นผิวสัมผัส และเพื่อรักษาสุขอนามัยที่ดีตลอดชั่วโมงการทำงาน
• 11- การใช้อุปกรณ์ป้องกันอันตรายส่วนบุคคล: การจัดสรรอุปกรณ์ป้องกันอันตรายให้เหมาะสมกับการทำงาน เช่น หน้ากากอนามัย อุปกรณ์ครอบใบหน้า
• 12 -การดำเนินงาน: โดยรวมแล้วกล่าวถึงจัดการกับความเสี่ยงที่ระบุไว้ในสถานที่ทำงาน โดยครอบคลุมถึงมาตรการที่จำเป็น เช่นการทำงานจากที่บ้าน การเว้นระยะห่าง ข้อจำกัดการใช้พื้นที่ส่วนกลางร่วมกัน เป็นต้น

• 13 – การประเมินประสิทธิผลการดำเนินงาน: กล่าวเกี่ยวกับการติดตามและประเมินผลการจัดการโดยการทบทวนข้อมูลที่เกิดขึ้นรวมทั้งเหตุการณ์และรายงานอุบัติการณ์ผ่านทางการทบทวนโดยฝ่ายบริหาร และสรุปผลถึงการปรับปรุงกระบวนการให้ดียิ่งขึ้น

Act: แก้ไขและปรุงรวมถึงหาวิธีที่จะทำให้สิ่งที่องค์กรทำมีประสิทธิภาพมากขึ้น

• 14 -การปรับปรุง: พิจารณาโอกาสในการปรับปรุงวิธีจัดการความเสี่ยงโดยใช้ข้อมูลที่รวบรวมโดยการติดตามและการประสิทธิผลสำหรับ COVID-19
