What are the key risks when developing or using AI, and why is regulation necessary?

AI presents various risks, especially around health and safety, as well as fundamental rights. In 2017, the European Council recognized the need to address these risks through regulation. AI systems embedded in products, for example, can create safety concerns for both humans and property. Furthermore, AI can impact decision-making in critical areas such as law enforcement or education, where issues like transparency and potential discrimination are key concerns. The AI Act focuses on mitigating these risks to ensure safety and protect fundamental rights.

As a global company, how does Microsoft see the EU AI Act impacting AI on a global level?

Though it is a European initiative, the EU AI Act has global ramifications. With Europe being such a significant market, its regulatory standards often inspire similar actions worldwide. Microsoft is paying close attention to the EU's approach and is committed to compliance. Europe’s first-mover advantage sets a benchmark that other regions may follow, adapting or modifying their own AI regulations based on Europe's lead.

How has the perception of AI regulation changed with the emergence of large language models like ChatGPT?

ChatGPT has significantly shifted the public and policymakers' perception of AI. While large language models like GPT-3 were already in development, ChatGPT's public availability made AI's potential and risks more visible. This visibility drove an urgent need for regulation. The European Parliament and Council approached AI regulation from different angles, but ultimately the AI Act is focused on ensuring these technologies align with a risk-based approach, particularly for high-risk applications.
