CEN Publishes Amendment 3 to EN 71-7 ‘Finger Paints’

CEN has published EN 71-7:2014+A3:2020 for finger paints. Conflicting national standards are to be withdrawn by October 2020 at the very latest.

In April 2020, the European Committee for Standardization (Comité Européen de Normalisation, CEN) published EN 71-7:2014+A3:2020, the new toy safety standard for finger paints. This new standard is now available on a commercial basis at national standards organizations.


EN 71-7:2014+A3:2020 contains several important changes, including the following:

  • Replacing references to ‘Directive 2008/1228/EC’ with ‘Regulation 231/2012’ in Tables A.1 ‘Organic colorants which are commonly used in finger paints’, and A.2 ‘Non organic colorants which are commonly used in finger paints’ as the former piece of legislation has been repealed. 
  • Strengthening the maximum concentration of climbazole (item 22) from 0.5% to 0.2% (Commission Communication 2018/C 282/02)
  • Amending the limit of quantitation (LOQ) for benzo[a]pyrene to become less stringent; from 0.02 mg/kg to 0.05 mg/kg (Annex 6, F.6)
  • (Some) editorial changes on the word ‘benzo[α]pyrene’ to ‘benzo[a]pyrene’

According to EN 71-7:2014+A3:2020, this standard will be given the status of a national standard by October 2020 and conflicting national standards are to be withdrawn by this date at the very latest. This standard is expected to be harmonized under Directive 2009/48/EC, the so-called Toy Safety Directive (TSD), upon official acceptance by the European Commission (EC) and by publication in the Official Journal of the European Union (OJEU).
