SafeGuardSToys and Juvenile ProductsJuly 27, 2021

Thailand mandates TIS 969-2562 (2019) as the new standard for rubber nipples for feeding bottles. This standard will become effective on December 13, 2021.

In June 2021, Thailand’s Ministry of Industry issued a regulation in the Government Gazette to mandate TIS 969-2562 (2019) as the new standard for rubber nipples for feeding bottles (the Regulation). This standard specifies chemical as well as general and mechanical requirements for materials in the manufacture of these products. It was established with reference to information from manufacturers, users, and the following documents:

  • EN 14350-1:2004 Child use and care articles – Drinking equipment – Part 1: General and mechanical requirements and tests
  • EN 14350-2:2004 Child use and care articles – Drinking equipment – Part 2: Chemical requirements and test methods
  • EN 71-3:2013+A2:2017 Safety of toys – Part 3 Migration of Certain Elements
  • EN 71-11:2005 Safety of toys – Part 11: Organic chemical compounds – Method of analysis
  • EN 12868:2017 Child use and care articles – Method for determining the release of N-nitrosamines and N-nitrosatable substances from elastomer or rubber teats and soothers

In terms of chemical safety, TIS 969-2562 (2019) requires specific materials/components in rubber nipples for feeding bottles to conform to certain substances:

  • Migration of eight elements (see Table 1 below)
  • Release of N-nitrosamines and N-nitrosatable substances
  • 2-mercaptobenzothiazole release
  • Antioxidants release
  • Formaldehyde release
  • Volatile compound content

According to the Regulation, TIS 969-2562 (2019) will become effective on December 13, 2021 – 180 days after its publication in the Government Gazette.

Highlights of the limits for the migration of eight elements from rubber nipples for feeding bottles in the new mandatory standard are summarized in Table 1.
