The EU is proposing to revise its CLP Regulation. Substances and mixtures must be classified, labeled and packaged in accordance with the revision 18 months after the date of entry into force.
On March 2, 2023, the World Trade Organization (WTO) announced a draft regulation from the European Union (EU) on its proposal to revise Regulation (EC) No 1272/2008 on Classification, Labelling and Packaging of Substances and Mixtures (CLP Regulation, consolidation version to December 2022). The draft regulation and its Annex, attached to WTO document 23-1432, introduce new and revised entries for the harmonized classification and labelling of 51 substances or substance groups falling under Table 3 of Part 3 of Annex VI to the CLP Regulation.
The proposal contains several important changes:
- Adds 28 new entries, including bisphenol AF (BPAF), dibutyltin maleate and dibutyltin oxide
- Amends 23 existing entries, including lead powder (particle diameter < 1 mm), lead massive (particle diameter ≥ 1 mm), resorcinol and 1,2-benzisothiazol-3(2H)-one (BIT)
- Adopted in Q2 of 2023
- Enters into force 20 days from publication in the Official Journal of the EU (approximately two months after adoption)
- Becomes effective 18 months after the date of entry into force for the new harmonized classification, labelling and packaging provisions (potentially this is late 2024)
