SG 104/23

CEN has published EN 14350:2020+A1:2023 for the safety requirements and test methods for children’s drinking equipment. Conflicting national standards are to be withdrawn by August 2024.

On August 9, 2023, the European Committee for Standardization (Comité Européen de Normalisation, CEN) published EN 14350:2020+A1:2023. This standard specifies safety requirements relating to the materials, construction, performance, packaging and product information for drinking equipment intended for children 0 to 48 months of age.

EN 14350:2020+A1:2023 contains two major changes when compared to EN 14350:2020. It:

  • Clarifies the specific version of standards to be used, including:
    • EN 71-3:2019+A1:2021 ‘Migration of certain elements’
    • EN 12868:2017 ‘Child use and care articles – Release of N-nitrosamines and N-nitrosatable substances from elastomer or rubber teats and soothers’
    • EN 60454-2:2007 ‘Pressure-sensitive adhesive tapes for electrical purposes – Part 2: Methods of test (IEC 60454-2 :2007)’
    • EN ISO 3696:1995 ‘Water for analytical laboratory use – Specification and test methods (ISO 3696:1987)’
  • Adds new Annex ZA (informative) indicating that the standard provides one voluntary means of conforming to Directive 2001/95/EC (General Product Safety Directive (GPSD, consolidated version to 2010)), a piece of legislation that will be replaced by Regulation (EU) 2023/988 (General Product Safety Regulation (GPSR) from December 13, 2024 (SafeGuardS 88/23)

Per the CEN website, it is important to note that Denmark’s Ministry of Environment Statutory Order No. 5 of January 5, 2016, mandates manufacturers, importers or retailers to provide the following information on a label that is clearly legible, visible and permanent on the packaging of soothers and teats:

  • Name/business name and address or registered trademark
  • Batch number or equivalent reference
  • Name of product

According to EN 14350:2020+A1:2023, this standard will be given the status of a national standard by February 2024, and conflicting national standards are to be withdrawn by August 2024 at the latest.
