Pennsylvania Updates ’Stuffed Toy Manufacturing Act’ to Permit Use of Recycled Materials

Pennsylvania signs law permitting the use of recycled materials in all stuffed toys manufactured and sold within the state

On June 28, 2024, Pennsylvania Governor, Josh Shapiro, signed into law HB 1333, which permits the use of recycled materials in all stuffed toys manufactured and sold within the state.

HB 1333 is an act amending the ‘Stuffed Toy Manufacturing Act’, originally passed in 1961. This did not previously consider the use of recycled materials in stuffed toys. The amendment brings Pennsylvania in line with global stuffed toy requirements, allowing manufacturers and retailers to produce and sell stuffed toys with recycled materials within the state, as they do in the rest of the country.

The new law stipulates that the label of a stuffed toy shall bear the following information:

  1. Statement indicating whether the material used in the manufacture of the stuffed toy is new, recycled, or a combination of both
  2. Registration number of the manufacturer or importer, assigned by the Commonwealth, preceded by the abbreviations "REG. NO. PA."
